Not Fasting During Female Menstrual Cycle

What’s the Hikmah behind “ not allowing female to fast during menstrual cycle”?
Is it because of Allah’s Rahma as it is a difficult time on female?
Or
Is it because of impurity?
Or
Is it something else?

Scholar April 1, 2023 at 2:54 amThis prohibition is because of the state of impurity which cannot be shaken off until the menstrual cycle ends.

Moderator April 1, 2023 at 10:23 pmAdding onto what Dr. Irfan Shahzad Sahab summarized, the menstruation cycle deprives women of basic purity which is needed for any Ibadah, therefore, they must make up for their left over fasts once their cycle is over. However, if some medication can be used to postpone menstruation, then it can be used but subject to doctor’s advice.

In the detailed discussion, Javaid Sahab has shared a point in the video named Meehan Class 33 between 1:09:24 and 1:09:57 in regards to “Muqarbat after the Menstrual cycle has stopped is allowed however it is Mustahab to take Ghusl before Muqarbat but not compulsory”?
Have I got this right?
Also is it possible if you can please share the reference of Quranic Ayat that Javaid Sahab has read?

Moderator April 1, 2023 at 11:25 pmوَيَسْأَلُونَكَ عَنِ الْمَحِيضِ قُلْ هُوَ أَذًى فَاعْتَزِلُواْ النِّسَاء فِي الْمَحِيضِ وَلاَ تَقْرَبُوهُنَّ حَتَّىَ يَطْهُرْنَ فَإِذَا تَطَهَّرْنَ فَأْتُوهُنَّ مِنْ حَيْثُ أَمَرَكُمُ اللّهُ إِنَّ اللّهَ يُحِبُّ التَّوَّابِينَ وَيُحِبُّ الْمُتَطَهِّرِينَ نِسَآؤُكُمْ حَرْثٌ لَّكُمْ فَأْتُواْ حَرْثَكُمْ أَنَّى شِئْتُمْ وَقَدِّمُواْ لأَنفُسِكُمْ وَاتَّقُواْ اللّهَ وَاعْلَمُواْ أَنَّكُم مُّلاَقُوهُ وَبَشِّرِ الْمُؤْمِنِينَ
And they ask you concerning women’s courses. Tell them: “They are an impurity. So keep away from women in their courses and do not approach them until they have cleansed themselves from blood. But when they have purified themselves after taking a bath, approach them in the manner the Almighty has directed you [in your instincts]. Indeed, Allah loves those who constantly repent and keep themselves clean.” These women of yours are your cultivated land; go, then, into your lands in any manner you please [and through this] plan for the future[1] [of both this and the next world] and remain fearful to God. And bear in mind that you shall necessarily meet Him [one day]. And [O Prophet!] Give good tidings [of success and salvation] to the believers [on that Day].
(Quran 2:222-223)
