What is the case when we visit kabah? Was this Allahs will that he called us to visit kabah or anyone can visit kabah? It is just one needs to buy ticket and go or gather resources? Can this be taken that Allah was happy with the person so hence he was allowed to visit?

There is nothing like that. Kabah has stayed under the custody of polytheists for a long time. The world is a test; everyone is allowed to do anything according to their capacity. We cannot judge God.
One needs to have a pure intention to please God while visiting Kabah.
