    Zakah is a religious tax meant for the state to collect. In the case, that the state is not taxing zakah or a non-Muslim state, why is the imposition then considered singularly applicable on individuals when if the state is not establishing the Friday prayer, the obligation of praying it lapses?

    Ideally, if a Muslim government does not require Zakat, one is not obliged to pay it. However, practically, it never happens, the government imposes taxes. The purpose of tax and zakat is the same. Therefore, those who pay taxes are not supposed to pay zakat again, no matter they pay the taxes to a Muslim or a non Muslim government.
