If I look a woman in phone screen regularly and she dressed properly it is considered as a sin.it is major sin or minor sin.
Gamadi shab says if I dining all stuff but I couldn’t do zina then Allah forgiven my all sin. it’s true and what is the proof this topic.

It depends on Why you want to look at women on phone. If it is to please your desires, it can be consider a minor sin.
