Allah knew how many people would choose to go to hell, still he created them. why?

This is bcause He wanted to have a world where everyone earn their reward on merit. He wanted to shower His blessings, but only on those who earn them.
God is not like father or mother. He introduced Himself as lord, king and God of the people.
