Quran 31:34 – Surah Luqman: God's Authority Or God's Knowledge Over Rain?
[They ask: “When will this promise be fulfilled?” Say:] Only God knows that time. [Do you not see that] it is He Who sends down rain [60]
The question is that Allah gives reasoning that Ultimate Knowledge is with him through the subsequent verses regarding womb, earning and place of death. But, Allah starts this whole reasoning with above mentioned verse regarding rain (in which rain’s timing/quantity is not directly mentioned, rather seems like authority is being addressed i.e. Allah is the actual doer).
But, in footnotes, Ghamidi sahab wrote that “However, He does not tell human beings the time He will send it down, its quantity and the place it will descend upon.”
My question is, how do we come to this conclusion (im refering to the above mentioned footnote) that even though the verses directly does not talk about the knowldege of rain rather authority (being the Actual Doer).
I mean i know my thoughts are scrambled but my concern is when Allah started giving reasoning mentioning things like wombs, place of death to tell that He has the Ultimate Knowledge but the starting verse does not talk about his Ultimate Knowledge rather talks about His Authoirty which feels odd and if it talks about his Knowledge too (like mentioned in footnote), then how do we come to that conclusion?
Is it the arabic language/the whole context giving the idea that Ghamidi sahab mentioned in the footnote?

The verse is not to tell God’s knowledge only. It does not say He has the absolute knowledge, and the following is its evidence. Instead, the verse says that only He knows the ultimate time of the doomsday and He sends rain. The second thing indicates His authority and power.

Umm, I’ve made this assumption regarding the context of these verses (And I’d want you to confirm or deny it because that’s my concern) in the following way that Allah answered their question “When will doomsday arrive?” with “Only God knows that time.” (as in the verse in mentioned). And then continues to explain (apart from the rain verse) in the subsequent verses how He has the Ultimate Knowledge. And that’s the reason the verse regarding rain feels odd one out because it talks about Allah’s authority even though the question being addressed is about the Ultimate Knowledge.
And if it talks about knowledge too, as mentioned in footnote by Ghamidi Sahab, then how do we reach that conclusion?

Well, the verse limits itself to the knowledge exclusively to God, while people possess no knowledge of these matters. In this context, the phrase “He sends down rain with His knowledge” should be understood to mean that God alone knows when and where the rain will be sent, whereas people do not.

That is actually my concern, the actual translation is “It is He Who sends down the rain” and NOT what you said “He sends down rain with His knowledge”. It omits the knowledge part.
I don’t know maybe I’m not able to clearly put out my question, maybe if you could tell me how (looking at what things) Ghamidi sahab (or any other scholor for that matter) write what he wrote in the footnote of that verse?
Ghamidi sahab wrote that “However, He does not tell human beings the time He will send it down, its quantity and the place it will descend upon.”
Because as a layman, when reading the actual verse, I could never have guessed it, instead my thoughts would be that the verse is about Allah’s authority alone.
Did the people of that time find it difficult to understand the depth of the verse like me, or it’s just a translation barrier for me?

Omission is a characteristic of the Quran. It is a literary style to let the reader figure out the omissions. For example, if you do not take it as “out of His knowledge,” you have to make it “out of his authority”. Authority is not mentioned there, either. But the verse at the end says Aleem Khabeer. And thus is the perspective of knowledge. However, authority is an essential to knowledge.
