If the income tax deducted is more than your Zakat Obligation, then there is no need to pay Zakat. However, if the income tax deducted is less than your Zakat Obligation, then you have to pay the differential as your remaining Zakat.
Government taxes include all forms of actual taxes levied by the government including but not limited to, incomes tax, sales tax, property tax, wealth tax etc.
