Please provide a reference showing that Mawlana Amin Ahsan Islahi held this opinion. His view that Tahajjud is obligatory does not appear to be derived from Qur’an 2:238. Rather, in his commentary on Surah al-Muzzammil, he seems to suggest that the Muslims themselves adopted Tahajjud as obligatory upon themselves, and that it was not originally prescribed as an obligation for them.

Sir, I apologize for wasting your valuable time. Actually, the reference was incorrect. This discussion comes under the rulings of abrogation (nasikh and mansookh) in the Shari‘ah, within Surah Al-Baqarah verses 104–121. At the end of this section, the respected Mawlana summarizes the discussion.
