Yes, there are some narrations to this effect where some Sahaba have been reported to follow this practice. However, narrations directly attributable to Prophet Muhammad (sws) indicate that He (sws) criticized this practice (https://sunnah.com/bukhari:663).
Following article is very informative in this regard and provides both view points along with their references:
https://www.darultahqiq.com/praying-2-rakat-sunnah-fajr-jamat-progress/
2 Sunnah Rakahs of Fajr are optional (nafl), and they do not override 2 Fard Rakahs of Fajr. A person will be held accountable for missing or intentionally delaying fard salah, not the nafl salah. It is not a recommended practice to delay the obligation in favour of a voluntary act. This goes against the established Sunnah of the Prophet i.e. to offer 2 obligatory rakahs of Fajr at the time of Fajr.
