So my question is if someone do something which is considered by majority as haram due to sadd e jaria , but dont result in any harm neither had bad intention or intention to do harm in first place, is it a sin?

It’s sin only if it harms you and others.. otherwise it’s okay

It has to be decided case to case. Some preemptive measures may not result to something harmful but still they can be bad emogh to be considered as sin.
The holy prophet has given the criteria to judge a sin. That what irks your heart and you do not like people to know it, is a sin.
