“If the first group is not taken into consideration, the sequence of the groups is from the end to the beginning (the seventh to the second group).”
Can someone explain why is the sequence reversed?

The second group of Surahs shows the culmination of the Itmam ul Hujjah that comes in Surah Tawbah. This culmination is the goal of the whole process of Itmam ul Hujjah, which runs through all the groups after the second group, and it ends with the second group.
