It is said that the leader of the country will be elected through democratic means….

And it is also claimed the the leader of the country will lead Friday sermons and prayers..

Is it practically possible that people will chose a person so competent in islamic knowledge that he can lead Friday sermons and prayers…

This has been addressed several times.

The Friday sermon is not meant to be a lecture on Islamic sciences; rather, it is an authoritative address aimed at enjoining good and forbidding evil. Islam expects the government to use the mosque pulpit for this purpose.

Consider the practice of the caliphate. Since it was not possible for the caliph to lead Friday prayers in every mosque, his representatives or the city governors would lead the prayers.

When leading Friday prayers becomes the responsibility of rulers and their representatives, they will naturally be required to possess the necessary credentials.
