How does the lack of determination and weak memory of a soul cause it to be creation? Can someone explain the argument posed here?

Because if matter has no will of its own and is subservient to us then second point that comes to mind could be that this self (nafs) of ours could be autonomous and invincible to be categorized as a creator itself. But this self (nafs) sees a decline itself, it eventually experiences weakness and weak memory and comes to an end, therefore, it cannot be a creator itself.
