  Separation Of Church And State

  Under Islam can there be a secular government? The ruling will obviously under a Muslim majority be according to Islam. If there is a large number of non Muslims will they be allowed to govern by their own law? If Muslims are smaller in percentage but larger in force should they be allowed to rule by their law?
