Is water a fard to use when available to clean oenself. For example in public toielt is wetting a tissue and wiping enough? is using a dry tissue enough? This is for urination

For excretion the way it is prevalent in western coutnries only tissue is used. But in asian cultures water is always used- what does Islam say?

Islam requires cleanliness – how one achieves it is up to an individual, and could vary in time and space.

When it comes to having pure clothes for prayer does using tissue after excretion constitute as enough?
