Why Mehram and non mehram distance is not kept during hajj and umrah ?

    Is it halal ?

Who is responsible for this kind of situation ?

What are our responsibilities as Muslim beside wearing proper clothes and keeping

Our inner self / and eyes controlled because now a days( Except Covid -19 ) it is impossible to keep the distance.

The obligatory directives required of Muslims have been explicitly described in Quran. As long as men and women are observing those requirements, they are in effect following the directives.

The segregation requirements, distance requirements etc. are in fact an extension of those directives on the principles of Sadd-e-Zariya (going an extra mile to prevent something Haram from happening). Such requirements are ijtihadi in their application and can be changed or varied according to a particular situation. Since Hajj is one of those extraordinary situations, therefore, the sadd-e-zariya requirements cannot be observed during hajj or umra.

But it should remain clear that these are not requirements of Sharia.
