Why Is Jibreel عليه السلام Called The Rooh?

As Ghamidi sahab explains it, it is because Jibreel (Gabriel) AS came into existence as a direct result of God’s action. He is pure personality/shaksiyat. In contrast, human bodies start to form through the process of human procreation, and then 4 months later personality is given to the body.

Sorry I made a typo with 3 months. It’s actually 4 months – 120 days. This is not stated in the Quran. It comes from an explanation provided by prophet Muhammad SAW.

ثُمَّ خَلَقْنَا النُّطْفَةَ عَلَقَةً فَخَلَقْنَا الْعَلَقَةَ مُضْغَةً فَخَلَقْنَا الْمُضْغَةَ عِظَامًا فَكَسَوْنَا الْعِظَامَ لَحْمًا ثُمَّ أَنشَأْنَاهُ خَلْقًا آخَرَ 23:14
پھر پانی کی اُس بوند کو ہم نے ایک لوتھڑے کی صورت دی اور لوتھڑے کو گوشت کی ایک بندھی ہوئی بوٹی بنایا اور اُس بوٹی کی ہڈیاں پیدا کیں اور ہڈیوں پر گوشت چڑھا دیا۔ پھر ہم نے اُس کو ایک دوسری ہی مخلوق بنا کھڑا [142] کیا۔
یعنی اُس کے حیوانی وجود کی تکمیل کے بعد اُس میں روح پھونکی اور اُسے چیزے دیگر بنا دیا جسے اب انسان کی حیثیت سے دیکھتے ہو۔
This Khaqan AAKhar is explained in a Hadith that this stages comes in the 4th month around 120 days and an human personality is given to the fetus
