    Waqf or dedicating a property for any need of the society is an act of charity. Waqf can be done for a graveyard, a mosque, a school, a library, or any other purpose that fulfills a legitimate need of the society. This charitable act can be undertaken by the state or the individuals, and there are no specific laws pertaining to it. All acts of charity are voluntary – they’re not enforced through the sharia.

    There are no videos of Ghamidi sahab in my knowledge specifically regarding waqf.

    To add further on the matter, according to Ghamidi Sahab, all land and its resources are collective ownership of society and cannot be given in private ownership of individuals. Only the right to use them can be allotted and should be transferrable. State can take khiraaj/charges on allotment of land’s usage rights which constitutes a major revenue stream for the state along with Zakat and other service charges.
