The entire purpose of religion is to attain purity. In that regard, there’s an elevated level of sensitivity for bodily cleanliness in Islam. When any person, whether a man or a woman is in an impure state then they’re not supposed to pray namaz.
There’s no restriction for reciting the Quran during menstruation cycles. However, it is recommended to not touch the book.
