Why wasn’t this transmitted by tawatur if it was an ijtihaad of the prophet صلى الله عليه وسلم? If he said it then surely it should’ve been transmitted by tawatur because whatever he says is a part of the religion

There has never been any disagreement in its ijma or tawatur. The only disagreement is the interpretation of few conditions in this regard which according to some are described in Hadith Corpus. So they do tehdeed (limit) regarding scope of its applicability because Ahad is an equally acceptable source of religion to some, so you will find many overriding fiqh in this regard. But the Wiping over socks as an allowed act that has been transmitted through ijma and tawatur.

What a out fiqh books collecting ahadith about if nosebleed affects wudu or not. Surely it was collected because people didn’t know if does or doesnt

Bleeding is purely a fiqhi matter to the best of my understanding.
