From Tadabbur Ul Quran by Ustaaz Amin Ahsan Islahi:
فرمایا کہ جو رویا ہم نے تم کو دکھائی اس میں بھی ان کے لیے تخویف و تنبیہ مضمر تھی لیکن وہ بھی ان کے لیے فتنہ ہی بنی اور انھوں نے اس کا بھی مذاق ہی اڑایا۔ واقعۂ معراج پر ردعمل: ’رُءْ یَا‘ سے یہاں اشارہ واقعۂ معراج کی طرف ہے جس کا ذکر سورہ کے شروع میں گزر چکا ہے۔ وہاں ہم یہ واضح کر چکے ہیں کہ اس واقعہ کے اندر قریش اور بنی اسرائیل دونوں ہی کے لیے یہ تنبیہ مضمر تھی کہ اب مسجد حرام اور مسجد اقصیٰ دونوں گھروں کی تولیت و امانت ان کے موجودہ خائن متولیوں سے چھین کر نبی امی (صلی اللہ علیہ وسلم) اور آپ پر ایمان لانے والوں کے حوالہ کی جانے والی ہے۔ لیکن اس تنبیہ سے دونوں میں سے کسی نے فائدہ نہیں اٹھایا۔ ہر ایک نے طرح طرح سے اس کا مذاق اڑایا یہاں تک کہ جو چیز ان کی تنبیہ و تخویف اور ان کو ان کے مستقبل سے آگاہ کرنے کے لیے تھی وہ ان کی شامت اعمال سے ان کے لیے ایک فتنہ بن کے رہ گئی
God says that the vision (night journey) we showed you also contained warnings for them, but it also became a “fitna” (misleading further) for them and they also made fun of it. Inside, there was a warning for both the Quraysh and Bani Israel that now the responsibility and trust of both the Masjid al-Haram and the Masjid al-Aqsa would be taken away from their present traitorous trustees and handed over to the Prophet (peace be upon him) and those who believe in him. But neither of them benefited from the warning. Everyone made fun of him in various ways until what was meant to warn them of their future became a fitna for them because of their evil deeds.

Quran verse 17:1 has no mention of fitna. Verse 17:60 mentions that the event was made a fitna for the naas (the people).
Islahi sahab’s explanation shared by Haris sahab above explains well how it became a fitna for those who chose not to take heed and in fact made fun of the event.
