There is no contextual proof that it was a dream. However, it is Ghamidi sb’s inclination, that it seems like a dream of prophet Moses. I asked him this question recently and he said that God does not differentiate when telling incidents like these, he gave the example of the first mention of Isra where God started telling about it without mentioning it was a dream, which was later clarified in ayah 60 that it was a dream. Similarly, this could also be a dream.
