Many chapters of the Quran, like Al-Baqarah and Aali Imran, mainly address the People of the Book and the Prophet himself was often busy in conclusively communicating the truth to them. I was wondering whether Mekkah and Medinah were some cultural or intellectual hubs of the People of the Book at that time? What about those in Jerusalem? While the Quran obviously speaks to all of them, but were the direct addressees of these chapters and the Prophet’s call only those People of the Book residing in Mekkah and Medinah?

It is because ‘Adalat’ of a Rasul is for His nation only while the message (‘Hidayat’) is universal.
