Is nikkah valid if two people claim to have accepted each other as partners infront of two people only? and don’t announce to anyone else?

I am not a scholar. I think that is the minimum requirement, but announcing marriage to the community is very important. If that is not possible due to a threat then a court marriage with two witnesses will be preferable. Public knowledge of marriage is important so if for some reason marriage doesn’t work, it won’t tarnish both people’s character.
