This is history, not Ahadith technically.
Umar RA might have taken some strict steps to curb the differences arousing at the time which could have created chaos due to tribalism. However, Ali RA did not complain of any transgression by Umar RA during his lifetime. Political differences of people are prone to mountains being created out of molehills.
