Is this a difference of asloob-e-bayaan or is there some hikmat in it?
27:1 => طسٓ تِلْكَ ءَايَٰتُ ٱلْقُرْءَانِ وَكِتَابٍ مُّبِينٍ
15:1 => الٓر تِلْكَ ءَايَٰتُ ٱلْكِتَٰبِ وَقُرْءَانٍ مُّبِينٍ

VS
ءَايَٰتُ ٱلْكِتَٰبِ وَقُرْءَانٍ مُّبِينٍ
more specifically the switching of quran and kitaab

I am more inclined to opinion that it is Asloob e bayan. As both ayah convey same message that it is book of Quran with clear verses
But I think @faisalharoon sb or @Irfan76 sb can give better response to it.
