This turning (to the right and to the left) is so as to make the voice carry further, because the muadhdhin used to give the adhaan from a high place, so that his voice would carry further. That is why even Bilal (rta) used to turn right and left, so that Adhaan can reach to as many people as possible. It is in no way a compulsory act of Adhaan.
