This has to do with providing countless opportunities to Muslims to do their ruju to Allah, whether it be Salah at Kaaba, Salah at Tahajjud, Lailat-ul-Qadar etc. etc. As the level of reward changes with respect to a person’s condition (both external and internal) and timing of that deed e.g. a rich doing charity is not equal to a poor doing charity out of his own food. All these factors are incorporated by the God so that every believer gets countless opportunities for ruju and to make good for what he or she has lost during during the past years.
