  Taraaweeh prayer is Sunnah according to scholarly consensus… it is permissible to pray it alone or in congregation.

  Taraweeh in reality is the Tahhajud salat that in Ramadan we offer more regularly and in congregations. Tahhajud is a a nafil salat and all nafils can be offered at home. If someone is not a hafiz and wants to recite or listen to the entire Quran, they can read the Quran by holding a copy in hand or even play a recording and listen to it while praying.
