    Al-Mulk – 67:8

    Arabic

    تَكَادُ تَمَيَّزُ مِنَ ٱلۡغَيۡظِۖ كُلَّمَآ أُلۡقِىَ فِيهَا فَوۡجٌ سَأَلَهُمۡ خَزَنَتُهَآ أَلَمۡ يَأۡتِكُمۡ نَذِيرٌ

    This verse seems to imply that every (every is very important) time a group is thrown into hell they will be side did a Warner came to them.

    Al-Mulk – 67:9

    Arabic

    قَالُواْ بَلَىٰ قَدۡ جَآءَنَا نَذِيرٌ فَكَذَّبۡنَا وَقُلۡنَا مَا نَزَّلَ ٱللَّهُ مِن شَىۡءٍ إِنۡ أَنتُمۡ إِلَّا فِى ضَلَٰلٍ كَبِيرٍ

    This next ayah says that they will say yes.

    Does this mean that those who a messenger didn’t come to can’t go to hell? Eg those who never received revelation at all?

    What about the technicality that a messenger hasn’t actually come to us even though we follow Muhammad صلى الله عليه وسلم he came 1400 years ago and is gone

    If you see it in continuation of verse 6, where it specifically mentions about people who did kufar and next verses (7 to 11) further elaborate their condition. As far as technicality that you mentioned, the message of religion has been preserved in its pure form and so is establishment of last Adalat, the rest will be judged by God on the day of judgement whether itmam-e-hujjah happened on later people or not and if yes, then to what extent and we all will be dealt accordingly with justice.

      Sure the adalat has been established but the preposition is kulamaa which means they will be asked this question. I think the reasoning is quite logical that if a messenger hasn’t come then they couldn’t enter hell

      Yes! logically this question should be asked to everyone who did kufar in this world because it implies that they rejected the truth out of arrogance and on purpose.
