When Allah has gave directives on ‘Norms of Gender Interaction’ in Surah Noor’ (Discussion 30301), the objective mentioned in the verses is one’s own Tazkiya and not to help curb any criminal offence towards any gender. Therefore, the saying that Quran gives such orders the other way round is not appropriate.
The verses of Surah Ahzab which give extraordinary directives to women to cover themselves with ‘Jalabib’ as a sign of identification were given as an emergency measure in order to identify the culprits and to punish them once identified. Therefore, the statement doesn’t hold a very solid ground.
