When a person wants to become a Muslim, does that person need to declare this in front of a Muslim by reciting Shahada?

Being a believer is a state of the heart and it doesn’t require any testimony in front of others. However, when a non-Muslim accepts Islam, he is required to testify by reciting kalima in front of others so that the society recognizes him as a Muslim.
