    Is it allowed for a head of state or a PM to do business while being in office ? Is there anything against this in Quran or Sunnah ?

    There’s nothing implicitly against it in the Quran or the Sunnah, however, the society can and should make laws against such a practice. The head of a state is compensated by the society to run the state. It is expected that he would spend all his energies in that task. Moreover, there’s a conflict of interest when a head of state runs a side business.
