Ibadah’s primary purpose is our realization toward God as a creator and our way to express our gratitude and being subservient to the Creator. It is an inner realization which when manifest itself into external expression of the same realization, turns into different rituals. It is only the secondary purpose of ibadah to instill taqwa and a constant reminder of observing those boundaries as set by the Lord. But all of this ultimately depends upon how we respond to those reminders and how strong was our inner realization of ibadah to begin with.

Who says it is the secondary purpose? 20:14 says the primary purpose of salah is for remembrance of God and obviously remembrance if God will lead to taqwa

Remembrance of God will only lead to higher levels of taqwa once one has an actual realization of term ibadah. What’s primary is the essence of Ibadah, only then the rituals can complement that ibadah into remembrance of God and leading to higher levels of tawqa.
