Peace.
Most probably they will not be held accountable either before Qiyamat or after Qiyamat. Their condition will be similar to the babies who die during birth or after birth or kids or teens. since all of these case involve a state of unconsciousness about self or Good & Evil. The people with mental disabilities are psychologically incapable of doing conscious acts in this world. We know from the Quran that Dwellers of Jannat , the righteous people will be served by young handsome boys. Now these must be those kids that died at an extremely young age in this world. May be this will also be the fate of people with disabilities…God knows best.

Allah has mentioned at many places in Quran that there will be no injustice at judgment day. Hence, we can assume that they will be judged according to their conditions and abilities.
