When shatan misguide us it happens in our sub conscious level or in our thinking. But in this ayat shatan dialogueing with kufaar. Please explain how he speaks with kufaar and did they listen that time?

At many places Quran has used the word Shetaan for the human especially the Jews. For example
وَإِذَا لَقُوا الَّذِينَ آمَنُوا قَالُوا آمَنَّا وَإِذَا خَلَوْا إِلَىٰ شَيَاطِينِهِمْ قَالُوا إِنَّا مَعَكُمْ إِنَّمَا نَحْنُ مُسْتَهْزِئُونَ 2:14
Here too means the aspirations of Shetaan were fulfilled by the Jews, because they were the ones who exhorted the Makkans to attack and now they backed off. They were actually Jews acting as Shetaan on his behest and because they wanted the same.
