Is there a principle in Islam that says if a thing is halal that does not mean we can do it ?If yes, what can restrict that action(doing the halal thing).Do certain circumstances may made the halal to turn to haram?

Yes, it is possible when the particular act causes an effect falling under category of the forbidden things mentioned in Surah Araf verse 33. For example, Trading is halal. However, it will be haram if it inflict “ithm” (Not giving due rights to others, fraud etc). Similarly, Music will be considered haram if it is being used to promote fawahish (lewd acts).

Kindly refer to following thread for understanding the principle of determining Halal O haram.
