    As-salamu alaykum, I was wondering if it is permissible to have a legal wedding conducted at a court house to be signed by a judge/court official and to have a nikah with a signed nikkahnama afterward or if everything must be conducted during the nikah.

    The Most important condition for Islamic Marriage is to make it Public through announcement or public event. It should not be hidden and private affair from society. The society must be made aware of the relationship so that the Dignity of the couple is protected. As Court Marriages/Weddings are public events so it would be considered as legal under Islamic law.
