    Does the following hadith support that all Muslims need to pay Zakat. The wealthy need to pay with wealth and others need to pay perhaps in terms of community service, charity work, social work or providing services to others.

    From his father from his grandfather that the Prophet (pbuh) said, “Every Muslim has to give in charity.” The people asked, “O Allah’s Prophet! If someone has nothing to give, what will he do?” He said, “He should work with his hands and benefit himself and also give in charity (from what he earns).” The people further asked, “If he cannot find even that?” He replied, “He should help the needy who appeal for help.” Then the people asked, “If he cannot do that?” He replied, “Then he should perform good deeds and keep away from evil deeds and this will be regarded as charitable deeds.”

    (Sahih Bukhari, Chapter 24, 524)

    Charitable work is separate from Zakat. Even though rich can pay zakat but he can do community services.
    Zakat is on person having minimum nisab. You can refer for Zakat in this thread

    Isn’t Zakat the name of minimum amount of charity fard on Muslims?

    This is Prophet Muhammad (sws) telling Muslims about their attitude towards charity to reach pinnacle of morality. This is something encouraged over and above the bare minimum i.e. Zakat, which comes with its own sharia through Sunnah. Charity over and above Zakah has been encoraged in Quran at many places, but it is not an obliatory act, rather an opportunity to reach higher levels of morality and ultimately higer levels of Jannah.

    وَ يُؤثِرُوْنَ عَلَى أنْفُسِهِمْ وَ لَوْ كَانَ بِهِمْ خَصَاصَة

    Those who, in spite of being needy, give preference to the needs of others (59:9)
