    If The State Is Secular Then How Can They Implement Salat And Zakat?

    If a government does not have a specific religion (mazhab), then, why islamic state should ask for Zakat and Performing 5 times prayers. it would be appreciated if you answer me in reference from Ustad Ghamidi.
