Is there a particular significance of Hellfire in Hell? Can it be assumed that not all Hell is Hellfire? Hell without fire can still be Hell?

In Meezan, Ustaz used Dozakh=Naar without any distinction but in one of his programs in “Ghamidi” series while answering a question from Ovais Iqbal, he said that Hell will have all kinds of places similar to what we have on this earth. Some places are not habitable due to the extreme nature of weather here. Not every place will be just fire. So I am trying to understand if Hellfire is one area of Hell which will only punish big criminals? Because Quran is quiet on the topic of Hell other than Hellfire.
