    Follow the rules.

The restrictions are only for bovine animals. Goats, sheep etc are allowed. If one cannot afford them, then keep in mind that Qurbani is Sunnah not Fardh. And only to the person who can afford.

These days there are so many organizations who can do Qurbani (Edhi, helping hands, etc), one can pay to them for his share in Qibani on his behalf.

The problem is not to make another sacrifice. The point is, why a person can ban if God permits anything? In that case, isn’t this obedience of man and disobedience to the law of Allah?

Following rule of law and not causing ‘Fasad’ takes precedence over nafal ibadah as per law of Allah.
