In order to meet the condition of tawatur it must be perpetually transmitted through generations from the very first day by such a large body of people that their conspiring or colluding on a lie becomes near to impossible. Ijma refers to consensus of the Muslims’ Knowledge (‘Musalmanon kai ilm ka ijma‘) which has been incorporated in ‘Fiqh Books‘ throughout the generations. For a Biddah, there will be a broken chain of tawatur and ijma while tracing it back to the source, just the way it was identified with “Reciting Adhan (Azan) And Iqamat In Newborn’s Ears” :

What about the sunnah of shiites, where the chains meet all the way to sahaba ( especially hazrat Ali)?

In Shia Fiqh, Their Imam is ” Innocent (masoom)” and has the divine authority w.r.t interpretation of religious directives which to them is equal to a source of religion. As far as basic Sunnah are concerned, there’s no such difference. The differences are in certain interpretations of Quranic directives and akhbar-i-ahad which to them is a divine directive as long as their chain of transmission goes to any of their imam to the top.
