Is it ok to display ornaments by women in public if there is no bad intention involved? If not, is it a sin to do so or just not recommended and the person doing it won’t be punished?

It has nothing to do with intentions. For details please see:

“The Almighty requires of a Muslim woman to not display her make-up or other embellishments such as jewellery before unknown men except what she has adorned her hands, feet and face with.”What about earrings?

It is the decency of a culture which decides what is acceptable to be revealed and doesn’t not claim extra attention. If earrings are considered to be normally exposed it will be ok for woman not to hide them but if they are for example of extra ordinary kind of earrings they should better be covered up.
