I would like to know the answer of this question too. Currently my understanding is that hoarding applies to…

Only the basic necessities of life and commonly used goods.

Necessities, as defined by a country’s economic conditions, weather, typography, etc,

Necessities, such as, food, utilities, groceries, gasoline, etc.

When an artificial shortage is created for such necessities to boost price and profits, constitute as hoarding.

As Nadeem Sahab rightly mentioned, that hoarding which is primarily prohibited in religion is the one with relates to provision of basic necessities where objective is to earn profit at the cost of depriving people of basic necessities. However, situations can arise (in exceptional cases) where hoarding of different nature items (other than basic necessities) might also fall in its purview.
