How do we explain both of these?

The question is not clear, in what context both these verse are being compared?

The former (18:29) relates to God’s law of guidance and error (Hidayat-o-Zalalat), while the latter (20:40) is an expression of Allah’s knowledge (‘ilm‘). The latter (20:40) also underscores the concept of freewill and choice in the same verse i.e. وَ فَتَنّٰکَ فُتُوۡنًا (“and fully tested you”).
