    Is it forbidden for a state being ruled by muslim leader to sale of alcohol for drinking purposes. My question is that alcohol generates huge economic activity and promotes tourism? Would it be against Islam to have alcohol drinking spaces in Pakistan. For non muslims.

    I would argue that there are equally great economic opportunities in other productive trades. We should focus on things that bring about the welfare of citizens of a state while still promoting a healthy economy rather than finding ways to make money with immoral activities.

    With that said, the decision about whether the sale of alcohol to non-Muslims should be allowed in an Islamic state, as well as many other such decisions belong with the people of the state. Islam makes absolute prohibition about consumption of alcohol for Muslims; other things can be democratically decided.
