Mostly in Pakistani society, when we hear about someone morally corrupt or doing evil things, I have heard people usually say that it must be that his parents have brought them up with haram earnings. Is it logical? Any Quran references on this statement?

It is not true. Quran explicitly tells that no one bear the burden of others. however, bad company does have bad effects on the people.
