What does ‘ dharaba’ in using khimar imply? Why is the khimar not a mandatory part of the obligation of covering the chest if it’s mentioned in the same verse? Why do all the women we see in hadith reports covering their heads if headcovering was not mandatory? Is it true that most women took to veiling very late after the death of our beloved Prophet, and the Prophet never issued a formal directive for muslim women to cover their heads except during prayer

It means “To draw” covering on their chest. Women’s neck is usually not included in any culture a part of body to cover. This is something which civilised cultural norms determine.

Apart from essential parts to be covered, regarding the rest of the body parts of women are like calves, there are cultural differences. If a culture sees is decent, it will be treated as decent.

Head covering has been a cultural practice. Both men and women used to cover their head. now with the passage of time, men in many culture do not cover their heads, but women mostly do.
