I had heard Dr Shabbir Ally who is also an expert in the Bible that Deborah and Moses’s sister Miriam are considered prophets by the Bible, even though they were not messengers per say but they received divine commandments. As muslims we also believe in Bible as the book of God, so can we consider Deborah and Miriam as prophetess’ sent by Allah?

I am a student myself. You are right, except that Allah assign prophets the responsibility of spreading Allah’s message. No such responsibility was given to a woman.

Quran tells that God did speak to non-prophets including women, but we find it happened only when a necessity arose in relation to the Prophet–Only then God spoke to the ones related to the prophets like the mothers of Moses and Jesus.
